Roadwork improvements are currently being performed by Earth Resources, as they have in the past, with a cost of _____________. Specific maintenance and repairs this year will include the following areas:
The HOA Road Committee is planning on widening Sterling Spur Road from the intersection of Grant Woods Parkway to Freedom Hill. Estimates are being currently requested.
In 2020 approx 3,600′ of road from the junction of Dewey Overlook/Bonanza Trail to Grant Woods Parkway north to the junction of Grant Woods Parkway / Sterling Spur Road was widened by 36″ and re-surfaced. Future plans include getting this section chip sealed in 2022.
Control of The Estates at Cherry Ridge L.L.C. was turned over to the Property Owner’s Association by Sam Weitzner, the original Declarant, in February 2009. At that time, it was evident that the quality and thickness of the road surfaces throughout the Estates at Cherry Ridge were inconsistent, and in some places downright poor. Time has borne out this observation. While some areas have a good base and up to four inches of asphalt pavement, others are as thin as one inch; possibly less.
Beginning in 2012, Cactus Paving has been commissioned to work on our roads and has, for the most part, performed well. Initially, when sections of the pavement failed to adhere properly, Cactus came back and fixed the problem areas free of charge and in a timely manner. They have been very accommodating and even allowed us to float ten thousand dollars of the cost in the first year for over six months so that we could collect the 2013 dues to pay them off. It should be noted that this was only a delay in payment and no interest was charged to ECR. Not many businesses would be willing to do this.
We appreciate their willingness to work with us because, ECR is, as such things go, a fairly small source of income for them.
The quickest and easiest answer is that according to our Conditions, Covenants, and Restrictions, it is the purpose of the Property Owner’s Association to do so. (See Section 3-A). The majority of the dues we all pay goes to the repair and repaving work that we’ve been doing ever since they were handed over to us. In conjunction with the actual road work, there are things like drainage control, weed control, landscaping and maintenance of our entryway. All of these things can, over time, effect damage to road surfaces.
In the early years, we’ve had to have the work done in stages because of the cost.
The cost of road repair in 2012 was $80,000.
- This includes the deferred $10,000 payment made in 2013.
The cost for work done in 2013 was $53,078.43.
Our proposed budget for 2014 is allowing $54,000 for road work.
- We’re hoping that as we make annual improvements, the Estates at Cherry Ridge can start to put some money aside so that when major road work is needed, we can do more, or do all that is needed in one fell swoop.
In 2018, we were finally able to correct the hairpin curve on Dewey Overlook Way. This work was done by Earth Resources Corporation. They also went through the neighborhood and dug out drainage channels, cleaned the shoulders and patched several areas where the road was deteriorating.
The work cost $63,079.00.
This year, 2019, we have begun a process of widening the many sections of our roads that are not at standard widths. We widened the section coming up Dewey Overlook Way, repaired several deteriorating sections, dug out the drainage ditches along the roads and chip sealed Dewey Overlook Way from the top of the hairpin turn to the intersection with Bonanza Trail as well as Bonanza Trail to Kerasi Court. Following that with a seal coat application to protect the patchwork and allow for longer life to the roads. Our cost for this work was approximately $64,000.00.
We have allocated $50,000.00 in our 2020 budget for road work. We will continue with the widening project along the eastern portion of Bonanza Trail to Grant Woods Parkway and, if possible, out Sterling Spur.
It is expected that as time goes on, we will see more homes built in ECR. More homes equal more traffic which will at times include heavy equipment for construction. Having our roads in good condition will minimize the wear and tear that will undoubtedly occur as well as saving us money in the long term.

For this project we worked two different phases. Phase I involved offsite improvements to add a deceleration lane on SR 169 and an entry road into the project. We also provided resurfacing of the existing road in the subdivision. In Phase 2, we pioneered approximately 4 miles of road which included grading, blasting and installation of storm drain. The biggest challenge was the 16% slope in several areas of the site that we had to work in and the storm drain that had to be installed taking into consideration the possibility of erosion and its impact to the property owners below this subdivision.
